US elections: reported control, future policy bargaining

Reuters reports Democrats winning control of both the US Senate and House in the midterm elections. [1]

Georgia Recorder reports that unofficial results point to a Democratic majority on Georgia’s Public Service Commission. [2]

These are reported election outcomes, not certified final counts or new laws. For allocators, divided government creates questions about legislative bargaining over tax, energy and AI policy. In Georgia, watch future commission decisions on power costs and data-centre obligations: the election report itself is not a rate order. [1] [2]

The lead: Prudential’s inflows and earnings diverge

Prudential reported third-quarter net income of US$1.388 billion, compared with US$1.431 billion a year earlier. [3]

After-tax adjusted operating income was US$1.321 billion, compared with US$1.444 billion a year earlier. This is a non-GAAP measure. [3]

PGIM reported total net inflows of US$7.4 billion, including US$9.0 billion of third-party inflows offset by US$1.6 billion of affiliated outflows. [3]

Japan Businesses reported pre-tax adjusted operating income of US$559 million, compared with US$750 million a year earlier. [3]

Stronger third-party inflows and weaker group earnings are different signals. The first concerns asset gathering; the second concerns earnings generation. An allocator should distinguish the flow mix, affiliated withdrawals and segment profitability before treating inflows as a proxy for investment-manager health. The countercase is that one quarter does not establish durable momentum or a lasting margin trend. [3]

Powered land, conditional capital

Drax says it signed an agreement to develop a strategic partnership with Brookfield and Radiant for an AI data centre on its power-station estate. [4]

Drax targets up to 100 MW in Phase 1, operational from the first quarter of 2028. [4]

Brookfield estimates total potential investment, including semiconductor chips, could exceed £20 billion. [4]

Phase 1 would use existing infrastructure to import power directly from the grid. [4]

Phase 1 remains subject to planning, regulatory and network approvals, an acceptable tenant, commercial agreements and each party taking a final investment decision. [4]

Phase 2 is an ambition for 500 MW between 2028 and 2031, expected to use behind-the-meter generation subject to consents. [4]

The investment question is the sequence of obligations. A site and an announced partnership may create an option, while the tenant, approvals and final investment decisions determine whether that option becomes an operating asset. Potential investment is not cash already committed or deployed. A portfolio review should separate grid imports in the first phase from the later ambition to supply power directly. [4]

Chart of the Day

Bank credit and the private-market funding chain

The October SLOOS generally describes the third quarter of 2026. [5]

Banks reported net tightening across all queried categories of loans to nondepository financial institutions. [5]

Banks reported stronger demand for NDFI loans from business-credit intermediaries and private-equity funds. [5]

Net tightening describes the balance of survey responses; it does not mean that every bank tightened. Stronger demand alongside tighter standards is a reason to examine funding dependence. Subscription facilities, NAV finance and warehouse exposures are portfolio questions prompted by the survey, rather than products individually measured by the cited findings. The strongest countercase is that a backward-looking survey cannot establish a present liquidity event. [5]

I Squared announced on 3 November that Infrastructure Credit Fund II closed at more than US$2.4 billion. [6]

The manager reports more than US$600 million of commitments and expected commitments to co-investment vehicles. Its US$3 billion strategy headline therefore includes expected commitments. [6]

Apollo’s 3 November release reports approximately US$1.07 trillion of assets under management at 30 September 2026. [7]

Apollo says origination reached US$114 billion in the third quarter. [7]

AUM is a stock, origination is new financing activity, and Prudential’s PGIM figure is a net flow. The measures answer different questions. Comparing scale across managers requires the same period and metric; none alone establishes investment performance. [3] [7]

Guaranteed funding and the deployment question

PIF says it raised US$3 billion-equivalent in dual-tranche facilities guaranteed by SACE. [8]

The facilities comprise US$1.78 billion and a €1.035 billion green tranche from a syndicate of 25 banks. [8]

Green-tranche proceeds will be allocated to eligible green projects under PIF’s Green Finance Framework. [8]

These disclosures establish financing terms. The guarantee and currency mix deserve attention alongside the headline size. An allocator can ask how procurement, foreign-currency exposure and green-project reporting affect eventual economics. Returns and the timing of deployment remain unestablished by the disclosed facilities. [8]

Recent deal context: aircraft and distributed energy

Recent deal context — 2 November: Avolon agreed to establish Constellation Aviation with I Squared Capital and an ADIA subsidiary. [9]

Its expected seed portfolio has a current market value of US$1.4 billion. [9]

The seed portfolio comprises 22 aircraft. Closing remains subject to regulatory approvals. [9]

Rest’s 2 November release puts its total MPower commitment at A$250 million, within A$350 million committed to the platform alongside Wollemi Capital. These are totals, not a new A$250 million increment. [10]

UK consultations and final ESG ratings rules

The Guided Retirement consultation runs from 3 November to 22 December 2026. [11]

The collective pension consultation runs from 3 November to 15 December 2026. [12]

The dates create a governance work programme rather than evidence of an operating reform. Trustees and providers can prepare responses and identify design assumptions that deserve testing. A consultation opening does not settle the eventual rules, implementation timetable or suitability for individual members. [11] [12]

The FCA's final ESG ratings regime will require providers of ESG ratings in the UK to hold authorisation and the relevant permission from 29 June 2028, unless an exclusion applies. [13]

The FCA says the ESG ratings authorisation gateway opens on 24 June 2027. [13]

The FCA says it intends to consult on draft guided-retirement rules and guidance in the second half of 2027. [14]

The FRC’s 3 November discussion paper seeks standardised approaches to pension illustrations for common solutions other than immediate annuities. [15]

Responses to the FRC discussion paper are due by 26 January 2027. [15]

Government policy and cross-border deal approvals

China’s central bank announced a two-percentage-point increase in financial institutions’ foreign-exchange reserve requirement ratio, to 6%, on 3 November. The change is scheduled to take effect on 15 November. [16]

On 3 November, XRG announced a $1.45 billion agreement to acquire Shell’s interest in Western Australia’s North West Shelf project. The transaction remains subject to regulatory approvals and customary closing conditions. [17]

These are different transmission channels for long-horizon capital: a scheduled banking-liquidity measure and an acquisition awaiting approvals. An allocator should distinguish a foreign-exchange reserve requirement from a general reserve-ratio move, and a signed agreement from an approved or completed acquisition. Neither disclosure settles future returns or market prices. [16] [17]

Background opportunity: Toronto’s Local Supplier Directory may help City divisions identify potential suppliers and subcontracting opportunities. [18]

The City reports about C$3 billion of goods and services procurement each year. That is an annual spending figure, not a newly awarded contract. [18]

Across regions: rates, voting and energy reliability

Australia: the RBA announced a 25-basis-point rise in the cash rate target to 4.85% on 3 November. [19]

The 4.85% cash rate target takes effect on 4 November 2026. [20]

South Africa: GCIS says municipal voting is taking place on 4 November, with voting stations open from 7:00 to 21:00. No election outcome is asserted here. [21]

Ukraine: DTEK says missile and drone attacks halted generation at three thermal power plants on 3 November. [22]

Rate resets, municipal governance and physical disruption are distinct risks. Review Australian borrowing and discount-rate assumptions, South African service-delivery exposure and Ukrainian winter reliability separately. The DTEK disclosure used here does not establish a megawatt loss or a restoration timetable. [19] [20] [21] [22]

ESG and philanthropy: nature finance across the Commonwealth

Minderoo announced A$10 million of support for the Commonwealth Nature Initiative on 3 November. [23]

The release separately describes a broader US$202.2 million initiative pledge involving nations, philanthropies and local communities. [23]

Keep the currencies and scopes separate: the Foundation’s Australian-dollar contribution is one disclosed commitment, while the US-dollar figure describes the broader initiative. Adding them would risk double counting. The practical governance questions are when funding reaches projects, how delivery is measured and what subsequent reporting establishes. A financing announcement alone is not evidence of completed conservation outcomes. [23]

Governance research: stewardship and sovereign transparency

New research — 4 November: the OECD’s stewardship policy paper examines fiduciary duties, disclosure and market service providers. [24]

November research: a PIIE policy brief recommends clearer sovereign-fund risk disclosures, independent external audits and climate-risk assessment. [25]

These are research recommendations, not newly adopted fiduciary rules or revised Santiago Principles. Committees can use them to question stewardship mandates, service-provider oversight and disclosure quality. [24] [25]

People, mandates and organisational changes

AIA announced Edward Moncreiffe’s appointment on 23 October, effective 2 November 2026. [26]

Moncreiffe has responsibility for India, Sri Lanka, Australia and New Zealand. [26]

Recent announcement — 2 November: Standard Life appointed Michelle Ostermann as CEO Retirement Solutions and Group Chief Investment Officer, subject to regulatory approvals. [27]

Leadership follow-through: Alecta announced on 29 October that Magnus Tell would become permanent Head of Asset Management from 1 November 2026. [28]

The organiser has named Hang Seng Bank chief executive Luanne Lim as its 2026 APAC Industry Leadership Award honoree. It says proceeds will support the 100WF Hong Kong Foundation. [30]

This is a scheduled public industry fundraiser. The notice identifies an award honoree and a charitable beneficiary; it does not establish who will attend or what will be raised. [30]

For the longer-range diary, Conexus’s public calendar lists the Fiduciary Investors Symposium in Singapore for 16–17 March 2027. [31]

LPPI’s 2 November announcement says it created a Portfolio Group and is recruiting a Head of Portfolio Analytics for its new team. [36]

Policy updates and evidence to watch

For the data-centre proposal, look for the anchor tenant, approvals and final investment decisions. For retirement policy, distinguish consultation responses from adopted rules. Those milestones are more informative than treating the announcement itself as the completion of the investment case. [4] [11] [12]

Map obligations before counting assets

The shared analytical problem is the interval between a financing or development headline and a durable cash flow. Universal owners may encounter the same underlying assumptions through infrastructure, credit and operating companies. A useful committee discussion identifies who must act next, what remains conditional and which disclosure would change the valuation case. This is analysis of the cited disclosures, rather than a forecast of investment performance. [4] [5] [8]
